It is a semi-permanent shell chemically bonded to the surface beneath it.
That bond is the whole point, and it is also the catch. Ceramic only grips a surface that is clean, dry, and sound. On healthy gelcoat it flows into the microscopic pores and low spots, then hardens into a smooth, sealed layer. On oxidized or contaminated gelcoat it has nothing solid to hold, which is why the prep matters as much as the coating itself.
Ceramic coating gets sold everywhere, but a Colorado boat faces a specific stack of problems that a coating happens to handle well. Between the sun, the water, and the trailering, a Front Range hull can absorb more finish stress in one short season than a coastal boat sees in a long one.

With the surface corrected, the hull is wiped down and decontaminated so no wax, oil, or dust blocks the bond. Then the ceramic goes on in controlled conditions and cures undisturbed.
